The City of Pacifica is requesting Informal Bidding Pre‐Qualification Applications for the purpose of pre‐qualifying and listing licensed contractors as potential bidders for informal bidding of certain construction projects by the City for the current calendar year.

The City has adopted the California Uniform Public Construction Cost Accounting Act (CUPCCAA) under Public Contract Code § 22000 et seq. As a result of adopting the CUPCCAA, the City is authorized to engage in an Informal Bidding process for award of construction contracts valued at
$175,000 or less.

Under the Informal Bidding procedures, the City will maintain a list of contractors that will be contacted as potential bidders for informally bid jobs proposed within their trade classification. The bidder’s list is revised annually by the City. Contractors who would like to be added to the City’s list of contractors for informal bidding should complete and submit an Informal Bidding Pre‐ Qualification Application and been deemed by the City to be a “Qualified Bidder” based upon the qualification criteria established in the Pre‐Qualification Application. When the City identifies a Project appropriate for Informal Bidding, the City will notify all the Qualified Bidders in the applicable trade categories of the work to be bid of the availability of a Project for bidding. In accordance with California Public Contract Code § 22032, the City will issue notices to Qualified Bidders advising of the Informal Bidding opportunity. Such notices will include a general description of the Project and the required construction services, how to obtain additional information regarding the Project, and the time/place for the submission of Bid Proposals. These notices will be issued by mail or email at least ten (10) calendar days prior to the latest date for submission of Bid Proposals.

Award of the Contracts for Informally Bid Projects will be by City staff authorized by the City Council to take such action on behalf of the City or by the City Council.
