With the assistance of a grant from the California Department of Alcoholic Beverage Control, the Pacifica Police Department has created an underage drinking suppression program known as COAST (Consumption of Alcohol Suppression Team).

The program educates merchants on alcohol sales to minors and conducts undercover sting operations at local businesses. Operations have been extended beyond Pacifica to neighboring cities to limit minor's access to alcohol throughout the north county.

Despite several sting operations, some local merchants continue to sell alcohol to minors. Additionally, many adults consent to purchase alcohol for minors as a result of "shoulder tapping" outside of establishments licensed to sell liquor.

For more information on how merchants can best maintain compliance with alcoholic beverage control laws, contact Pacifica's crime prevention officer.

To volunteer as a minor decoy in a COAST sting operation, you must be under the age of 21. Please print, fill out and submit the below form to be considered for the program.
